Ce 30 octobre 2021, dans la salle de conférences de la Caisse Nationale de la Sécurité Sociale (CNSS), a eu lieu, la cérémonie de clôture du séminaire organisé par le ministère des finances et du budget portant sur le thème : « le ministère des finances et du budget face aux défis de la modernisation et de la digitalisation ».
La cérémonie s’est déroulée sous la haute autorité du Premier ministre, chef du gouvernement, son excellence Henri-Marie Dondra, représentant personnel du président de la République, chef de l’Etat Pr Faustin Archange Touadéra.
Dans ses mots de remerciement, le ministre des finances et du budget Hervé Ndoba , s’est engagé à poursuivre le travail d’assainissement des finances de l’Etat et à mettre en œuvre, toutes les réformes visant à construire une administration plus moderne, capable d’assurer une gestion optimale des politiques financières et monétaires en faveur du développement inclusif du pays.
Il importe de rappeler les attentes qui découlent des travaux de ce séminaire se déclinent en cinq (05) objectifs spécifiques notamment, celui de mobiliser et optimiser les ressources pour le financement de l’économie, de soutenir la transformation structurelle de l’économie, de moderniser l’administration financière, de conduire des réformes économiques et financières à bon port, et d’améliorer la gouvernance et la promotion de l’éthique.
Avant de clôturer son discours de circonstance, le Premier ministre Henri-Marie Dondra a donné la parole au rapporteur du comité scientifique, Franck Nganawara en vue d’exposer la synthèse des travaux dudit séminaire. Ainsi, M. Nganawara a retracé fidèlement et de manière concise, les travaux des différentes commissions, mettant en exergue l’état de lieu, les solutions proposées, les défis, les risques et les recommandations fortes qui se traduiront en actions.
« Je crois pouvoir affirmer, en ma qualité de Premier ministre, chef du gouvernement et au vu des échanges et contributions sur les différentes thématiques que ce séminaire a atteint son objectif, en vous offrant une appréhension à la fois théorique et pratique des défis de la modernisation et de la digitalisation auxquels, le ministère des finances et du budget fait face », a explicité le Premier ministre, Henri-Marie dans son discours de clôture.
« Les thématiques analysées au sein de chaque commission incitent à revoir le rôle de chaque acteur, intervenant sur la chaîne de mobilisation et de l’utilisation des ressources financières de l’Etat, et met en évidence l’importance du rôle du Ministère des Finances et du Budget dans le financement de la vie de la nation » a-t-il ajouté.
Avec la détermination dont font montre, les uns et les autres, notamment les participants, intervenants, partenaires techniques et financiers et l’ensemble des pouvoirs publics, durant les trois jours du séminaire, augure des actions concrètes qui vont à coup sûr se faire remarquer sur le terrain, pour le bonheur des populations.

PRIME MINISTER HENRI-MARIE DONDRA PRESIDED OVER THE CLOSING CEREMONY OF THE SEMINAR ON THE 2022-2026 STRATEGIC PLAN OF THE MINISTRY FOR FINANCE AND BUDGET
The closing ceremony of the seminar organised by the ministry for finance and budget on the theme: "the ministry for finance and budget facing the challenges of modernisation and digitalisation" took place on 30 October 2021, in the conference room of the National Social Security Fund (CNSS).
The ceremony took place under the higher authority of the Prime minister, Head of government, His Excellency Henri-Marie Dondra, personal representative of the president of the Republic, Head of State Pr Faustin Archange Touadera.
Thanking the audience, the minister for finance and budget, Herve Ndoba, pledged to continue the work of cleaning up the state's finances and to implement all the reforms aimed at building a more modern administration, capable of ensuring optimal management of financial and monetary policies in favour of the country's inclusive development.
It’s worth recalling that the expectations arising from the work of this seminar are broken down into five (05) specific objectives, namely, that of mobilising and optimising resources for the financing of the economy, supporting the structural transformation of the economy, modernising the financial administration, carrying out economic and financial reforms to a successful conclusion, and improving governance and promoting ethics.
Before closing his speech, Prime minister Henri-Marie Dondra gave the floor to the rapporteur of the scientific committee, Franck Nganawara, to present the summary of the seminar. Mr. Nganawara faithfully and concisely recounted the work of the various commissions, highlighting the state of play, the proposed solutions, the challenges, the risks and the strong recommendations that will be translated into action.
"I think I can say, in my capacity as Prime minister, Head of government and in view of the exchanges and contributions on the various themes, that this seminar has achieved its objective, by offering you both a theoretical and practical understanding of the challenges of modernisation and digitalisation that the ministry for finance and budget is facing," explained Prime minister, Henri-Marie in his closing speech.
"The themes analysed in each commission encourage a review of the role of each actor involved in the chain of mobilisation and use of the State's financial resources, and highlight the importance of the role of the ministry of finance and budget in financing the life of the nation," he added.
With the determination shown by all, especially the participants, speakers, technical and financial partners and all the public authorities, during the three days of the seminar, concrete actions will certainly be noticed on the ground, for the happiness of the populations.
