Afin d’évaluer et de faire le bilan à mi-parcours des réformes digitales induites par le ministère chargé des finances et du budget, le ministre Hervé Ndoba a présidé, ce mercredi 15 septembre, dans la salle de conférences dudit ministère, une réunion d’échanges avec l’entreprise CYBASTION dont la filiale locale dénommée KODETECH opère à Bangui.
Après avoir planté le décor, en précisant le contexte de la rencontre, le ministre chargé des finances et du budget a donné la parole au responsable de l’entreprise CYBASTION en vue de faire un point d’étape sur le projet de digitalisation du ministère des finances et du budget, en l’occurrence, la télédéclaration et télépaiement des impôts et taxes, sans occulter le paiement mobile des salaires des fonctionnaires et agents de l’Etat.
Dans le cadre de la dématérialisation des procédures de déclarations et de paiements des impôts et taxes, à la faveur des nouvelles technologies de l’information et de la communication, le ministère des finances et du budget a signé en décembre 2020, une convention avec l’entreprise CYBASTION, basée aux Etats Unis. Ainsi, la mise en œuvre de ce programme de numérisation exige une réflexion sur des mécanismes plus adéquats, devant assurer le plein succès au projet de transformation et du renforcement de la digitalisation des administrations des finances publiques.
En effet, ces réalisations numériques visent à simplifier et à dématérialiser les procédures, en vue de créer un impact positif sur l’élargissement de l’assiette fiscale et de sécuriser les recettes intérieures. De la présentation des responsables de l’entreprise CYBASTION, il ressort que la mise en œuvre du projet a connu des évolutions positives. Toutefois, des facteurs bloquants ont été évoqués au cours de cette réunion. Le ministre chargé des finances et du budget a instruit ses proches collaborateurs et les autres acteurs du projet de tout mettre en œuvre afin de respecter les échéances fixées aux termes de la convention.

DIGITALISATION OF THE MINISTRY OF FINANCE AND BUDGET: MINISTER HERVE NDOBA TAKES STOCK OF THE DIGITAL REFORMS
In order to evaluate and take stock of the digital reforms carried out by the ministry of finance and budget, minister Hervé Ndoba presided over a meeting with the company CYBASTION, whose local subsidiary KODETECH is based in Bangui, on Wednesday 15 September in the conference room of the said ministry. After setting the scene, by specifying the context of the meeting, the minister in charge of finance and budget gave the floor to the head of the company CYBASTION in order to make a progress report on the project of digitisation of the ministry of finance and budget, in this case, the remote declaration and remote payment of taxes, without hiding the mobile payment of salaries of civil servants and state agents.
As part of the dematerialization of the procedures of declarations and payment of taxes, thanks to new information technologies and communication, the ministry of finance and budget signed in December 2020, an agreement with the company CYBASTION, based in the United States. Thus, the implementation of this digitisation programme requires reflection on the most appropriate mechanisms to ensure the full success of the project to transform and strengthen the digitalisation of public finance administrations.
Indeed, these digital achievements aim at simplifying and dematerialising procedures, with a view to creating a positive impact on the expansion of the tax base and securing domestic revenues. From the presentation of the CYBASTION company's managers, it appears that the implementation of the project has seen positive developments, however, blocking factors were mentioned during this meeting. The minister of finance and budget instructed his close collaborators and the other actors of the project to do their utmost to respect the fixed deadlines.
