Le personnel du ministère chargé des finances et du budget s’est réuni, ce mardi 14 septembre 2021, sur l’esplanade de la direction générale des douanes et droits indirects, afin de participer à la cérémonie de levée des couleurs que présidait le ministre Hervé Ndoba.
A l’occasion de cette célébration, 11 éléments des Forces Armées Centrafricaines (FACA), détachés auprès du ministère des finances et du budget ont reçu en différé, les galons matérialisant ainsi, leur promotion au sein de l’armée nationale. « C’est le lieu, de vous rappeler, vos obligations et de vous exhorter à plus d’ardeur dans l’exécution des tâches dont vous avez la responsabilité. N’oubliez pas que vous êtes les garants de la sécurité et de la protection du Peuple centrafricain, représenté ici par cet échantillon des agents du ministère des finances et du budget, symbole d’unité », a explicité le ministre chargé des finances et du budget.
Puis, saisissant cette opportunité, le ministre chargé des finances et du budget a annoncé la nouvelle de la création d’une brigade de sensibilisation et de recouvrement de l’impôt foncier. « cette brigade sera opérationnelle dès le 1er octobre 2021, et sera dotée de tous les moyens nécessaires à l’exercice de sa mission qui consistera notamment, à sensibiliser les citoyens sur le respect de leurs obligations déclaratives en matière d’impôt foncier, et à contrôler la régularité de la situation foncière de toutes les propriétés au regard des contribuables exigibles », a-t-il martelé.
Il n’est pas vain de rappeler que c’était le 06 septembre dernier, pendant la réunion du comité de mobilisation des ressources, que le ministre Ndoba a exprimé ses ambitions relatives à la création de cette nouvelle brigade. Au fait, la faiblesse des ressources de l’Etat, caractérisée par le manque de rigueur dans l’exécution des lois fiscalo-douanières, a motivé l’argentier national dans la définition de sa stratégie de mobilisation efficace des recettes publiques, pour relever le défi économique. Nous osons croire que les compatriotes qui composeront cette brigade, feront preuve de patriotisme dans l’accomplissement sans faille de leur mission.

MFB/COLOUR RAISING CEREMONY: MINISTER HERVE NDOBA ANNOUNCES THE CREATION OF A BRIGADE FOR THE SENSITISATION AND RECOVERY OF PROPERTY TAX
The staff of the ministry of finance and budget met on Tuesday 14 September 2021, on the esplanade of the Directorate General of Customs and Indirect Rights, to participate in the ceremony of raising the colours presided over by minister Hervé Ndoba.
On the occasion of this celebration, 11 members of the Central African Armed Forces (FACA) seconded to the ministry of finance and budget received their stripes to mark their promotion within the national army. "This is the place to remind you of your obligations and to urge you to be more zealous in the execution of the tasks for which you are responsible. Do not forget that you are the guarantors of the security and protection of the Central African People, represented here by this sample of agents of the ministry of finance and budget, a symbol of unity," explained the minister in charge of finance and budget.
Then, seizing this opportunity, the minister of finance and budget announced the news of the creation of a brigade for the sensitisation and collection of property tax. "This brigade will be operational as of October 1, 2021, and will be equipped with all the means necessary to carry out its mission, which will consist in particular in raising awareness among citizens on the respect of their obligations in terms of property tax, and in controlling the regularity of the land situation of all properties with regard to the taxpayers due," he said.
It is worth recalling that it was on 6 September last year, during the meeting of the resource mobilisation committee, that minister Ndoba expressed his ambitions regarding the creation of the said brigade. In fact, the weakness of the State's resources, characterised by the lack of rigour in the execution of tax and customs laws, has motivated the national treasurer in the definition of his strategy for the efficient mobilisation of public revenue to meet the economic challenge. We dare to believe that the compatriots who will make up this brigade will show patriotism in the unfailing accomplishment of their mission.
